European Union finance ministers backed plans on Tuesday to make cross-border banking mergers easier but steered clear of confronting Italy over its recent controversial handling of such mergers.

The ministers discussed a report from Internal Market Commissioner Charlie McCreevy on obstacles to cross-border bank mergers and ways to remove them.

"We backed the Commission's work in emphasising the importance of creating the right environment for cross border mergers and acquisitions to enhance the European Union's global attractiveness to foreign investment," said Gordon Brown, finance minister for Britain, which holds the EU presidency.
